Dr. Joe A Hairston has worked hard to promote high standards in all areas of education in Baltimore County; however his success as an outstanding technology leader is extraordinary.

Superintendent of the 25th largest school system in our nation, with over 108,000 students and 17,000 employees, Dr. Joe A. Hairston is committed to using technology to improve instruction and learning. He has seen that students and educators of Baltimore County Public Schools (BCPS) are provided with not only access to technological resources, but the necessary training and support.

Under Dr. Hairston's supervision, students are performing at the highest level in the history of Baltimore county. In July of 2000, he became Superintendent of BCPS and began an aggressive campaign to equip the school district with technological resources. Within his first six months he:
- Formed partnership with Dell Computers with an initial investment of $9 million
- Installed at every system site a Dell Platform with T1 connectivity, this involved 163 schools and over 32 offices
- Made a commitment to purchase over 5,000 computers and appropriate instructional software

Today BCPS have met and exceeded Dr. Hairston's goal of having one computer for every five students. Blueprint for Progress, his master plan for BCPS includes goals and objectives that outline how technology is to become an integral part of the learning and teaching process as well providing staff with the access and knowledge to use technological tools to collect, analyze, and report student achievement.
As we toured the halls of Patapsco High school & Center for the Arts, with Dr. Hairston, it was clear why eSchool News named him as one of the Nation's Top 10 Tech-Savvy Superintendents as well as has appeared in Time Magazine, Life Magazine, the Washington Post, and the Oprah Winfrey Show. Teachers and other educators were excited about the technology they were using and praised Dr. Hairston for his innovations. Within the classrooms, technology resources were being integrated with science, art, music, language arts, and social studies helping students succeed in school, identify goals, and prepare themselves for the future.
